Clarity Enhanced Diamonds.

Some jewelers perform fracture filling by injecting temporary clear solids. But these are temporary solutions that give rise to permanent problems, that make your gem look 1-2 grades higher. Over time, humidity and temperature extremes, clarity enhanced diamonds don't last. Some jewelers don't tell you it's a clarity enhanced diamond, and if you get one, it better be priced much less than other gems of the same color. Clarity enhanced diamonds are like buying a car that went through a serious accident, then painted over. This is why I tell you to bring the Diamond Engagement Ring Buying Guide with you to the jewelry store for the clarity charts and photos of clarity enhanced diamonds.

Laser treated stones --another term for these diamonds--are very often certified, and if they are, the certification will identify the diamond as "treated."
When companies that buy diamonds look for parcel deals, they will often be forced by the manufacturer to take some "less than desirable" stones with the package. These stones will often be poor cuts, or heavily included. Diamonds that are, for all intents and purposes, decent despite having conspicuous carbon inclusions are prime candidates for laser treatment.
The inclusion treating process will remove much of the conspicuous black carbon from the diamond, but can leave spider web type lines in their stead. Clarity enhanced diamonds can offer consumers looking for a "big look" some worthwhile options, but as B2C warned, make sure you are getting the appropriate discount with your treated stone purchase. Their value on the professional market is very different than even inludeded but untreated diamonds.
